8 नवंबर 2026 को आधिकारिक स्रोतों से तैयार सेवा-गाइड: यह नई योजना, नई समय-सीमा या लाभ की घोषणा नहीं है। यह Open and Distance Learning (ODL) तथा Online programmes में सुरक्षित admission checks की गाइड है। DEB ID बन जाना किसी course में seat, scholarship, नौकरी या हर programme की recognition का प्रमाण नहीं है।
DEB ID क्या है और क्यों चाहिए?
UGC Distance Education Bureau की current FAQ DEB-ID को ODL/Online programme में admission चाहने वाले learner के लिए mandatory unique ID बताती है। इसका उद्देश्य learner को recognised/entitled Higher Educational Institution यानी HEI और approved programme की जानकारी के साथ admission लेने में मदद करना है। FAQ इसे ODL/Online learning के lifecycle में valid बताती है।
ABC ID, DEB ID और institution का admission/enrolment number अलग purpose रखते हैं। एक ID को दूसरे का substitute न मानें। यह article school APAAR बनाने की प्रक्रिया या किसी specific university का admission notice नहीं है।

Admission से पहले checklist
- Exact course name, level और mode लिखें।
- Academic year/session और admission notice की date पहचानें।
- UGC-DEB की relevant recognised/entitled programme information देखें।
- HEI की official website और regulatory approvals/details मिलाएं।
- ABC/APAAR record में नाम, DOB और अन्य details सही होने की जांच करें।
- Fees/refund policy, admission receipt और written clarification सुरक्षित रखें; किसी fee का current amount इस गाइड में verified नहीं है।
छह सामान्य verification steps
- Official deb.ugc.ac.in पर ODL/Online का सही section खोलें।
- Exact HEI, programme और चुने academic session का status मिलाएं।
- Current notices, prohibited programmes और mode restrictions पढ़ें।
- HEI की official admission information से cross-check करें।
- ABC/APAAR details सही करके official DEB-ID route के current instructions follow करें।
- Final admission, payment और receipt institution के verified official process से अलग जांचें।
DEB ID बनाने का official route
FAQ के अनुसार learner DEB portal पर ABC-ID से DEB-ID बनाता है; ABC-ID के बिना DEB-ID नहीं बन सकती। Portal बताता है कि ABC ID DigiLocker account के माध्यम से बनाई जा सकती है। अपने existing ABC/APAAR record को पहले जांचें, फिर current DEB page के fields और verification instructions पढ़ें।
DEB page पर identity/contact details और recognition/precautions पढ़ने की acknowledgement दिखाई गई है। इसका अर्थ केवल form भर देना नहीं है। Programme/session की जांच खुद करें और गलत declaration न दें। इस research में किसी learner के account में login, OTP, ID creation या admission submit करके private workflow test नहीं किया गया है।
ABC/APAAR में गलती हो तो पहले क्या करें?
Current DEB-ID page name, DOB, gender जैसी details में गलती होने पर पहले ABC/APAAR record की correction का route बताता है। ABC support ticket system या DigiLocker app की मदद लेकर source record सुधारें, फिर updated card को दोबारा जांचें। उसके बाद ही DEB-ID create/update करने के instructions follow करें।
Existing DEB-ID में correction के लिए public page अलग UpdateDebDetails link देता है। अपने source record की गलती को सिर्फ admission form में अलग spelling लिखकर पूरा ठीक हुआ न मानें। Correction acknowledgement और institution को भेजी clarification सुरक्षित रखें। Correction या ID generation का कोई fixed completion time यहां promised नहीं है।
Franchise और study-centre claims से सावधानी
Official FAQ prohibited programmes, franchising की मनाही और ODL territorial jurisdiction की जांच करने को कहती है। UGC का linked precautions notice admission process HEI headquarters के transparent route से होने और private franchise arrangement की मनाही समझाता है। केवल “authorised partner” board या WhatsApp brochure देखकर course entitlement assume न करें।
किसी centre का exact role, HEI की official listing, programme delivery और examination arrangements written source से मिलाएं। ODL के activities और territorial jurisdiction की conditions पढ़ें। Online mode को हर offline-centre arrangement की अनुमति न समझें। Institution से clarification मिले तो भी current DEB notices के खिलाफ हो तो भुगतान से पहले official clarification लें।
पुराने notice की date को current deadline न बनाएं
DEB portal जिस precautions PDF को link करता है वह November2024 का notice है और उसमें पुराने session की admission dates तथा कुछ institutions से जुड़ी उस समय की restrictions हैं। यहां उन पुरानी dates या lists को2026 admission की current deadline/status बताकर नहीं दोहराया गया है। Current admission के लिए चुने year/session की fresh official list और notices पढ़ें।
General precautions उपयोगी हैं, लेकिन किसी institution पर प्रतिबंध आज भी है या हट गया, इस guide ने अलग से verify नहीं किया है। किसी specific programme, university, session या learner की eligibility/recognition की पुष्टि यहां नहीं की गई।
Recognition, Equivalence और नौकरी अलग जांचें
Official precautions notice recognised programmes और applicable regulations के अनुरूप ODL/Online qualifications की corresponding conventional awards से equivalence की बात conditions के साथ करता है। इसे हर online certificate, हर short course या हर professional qualification पर blanket claim न बनाएं। Programme nomenclature, duration, entry qualification और relevant statutory/regulatory requirements अलग देखें।
Job recruitment या further admission में qualification/mode की जो conditions notification में हैं, उन्हें अलग पढ़ें। DEB ID किसी job selection, professional registration या employer acceptance की guarantee नहीं है।
